IHSN is a network exclusively dedicated to serving and representing the needs of Indiana non-profit, post-acute, long-term care providers.

Members have access to resources, contract review and negotiating services, utilization reports and scoring that shows how their facilities rank both statewide and nationally.

Plus, members have a dedicated managed care team for contract negotiation, credentialing services, and a robust quality program.

To maximize the health and well-being of seniors in its member communities through innovative, cost-effective care management practices and quality improvement activities through contracting relationships with health plans and health delivery systems.
Meet The Team

Carolyn Roten

Partner of Strategic Health Care
Carolyn’s more than 20 years of experience in health care include serving as the Director of Business Development for a large health care network where she presented and negotiated contracts with managed care organizations, working in the health insurance division of a national insurance carrier, and holding offices with the Ohio Continuum of Care Council, Continuity of Care Coordinators and serving on several health care provider boards. As a Partner of Strategic Health Care, Carolyn provides managed care contracting services to a broad spectrum of health care providers. She holds a degree with honors from Franklin University in Business Administration.

Dawn Miller
Vice President, Contracting and Process Improvement
Dawn is the VP of Contracting and Process Improvement, her career in the managed care industry spans over twenty years. Her current responsibilities include managed care contracting and network management related activities.​
Prior to joining Strategic Health Care, Dawn gained experience working for a national leader in the health insurance industry, a Medicaid payor, a state government Medicaid division, and a national non-profit where she managed health programs for cancer survivors.​
She has extensive knowledge of managed care operations, contract management, Medicare/Medicaid and Workers Compensation policy and process; and process development/improvement methodologies/development/administration.​
Dawn is a graduate of Bowling Green State University with a Bachelor of Science in Business Administration. In 2003, she earned her Master of Business Administration, graduating with honors from Franklin University in Columbus, Ohio.

Celeste Mackey, LNHA, MHA
Vice President of Quality
Celeste is a health care professional with over 24 years of experience in the continuum care environment, including community-based services, independent and assisted living, rehab, and long-term care services. She has extensive experience in revenue cycle management, including insurance reimbursement and contract analysis, and strong acumen in the clinical financial relationship with an emphasis on quality improvement. Celeste is currently pursuing a Doctoral Degree in Healthcare Administration with a concentration in healthcare policy. Celeste’s Christian beliefs support her dedication to her family, and her passion for health care. She enjoys traveling, spending time in nature, and shopping. Maintaining a good work life balance is a priority for Celeste and supports her personal and professional values.

Kelly Auble
Manager of Contracting and Financial Reporting
Kelly comes to Strategic Health Care as the Manager of Contracting & Financial Reporting with 19 years of experience in the managed care industry.
Kelly began her career in the managed care industry in 2005 working for a northwest Ohio health insurance company as a Reconciliation Team Lead overseeing Medicare revenue reconciliation. In 2013, Kelly transitioned to a Senior Analyst role in the Finance department where she performed Medicare revenue data reporting and analysis. In 2015, she gained experience as a Senior Business Analyst responsible for provider fee schedule oversight and analysis to support the Provider Contracting department. Kelly transitioned away from health insurance in 2018 and accepted a Senior Decision Support Analyst role at a northwest Ohio health system where she performed revenue cycle reporting and data analysis for hospital cost reports. In 2021, Kelly returned to health insurance in a Pharmacy Administration Team Lead role overseeing the pharmacy administrative support team and the pharmacy prior authorization review team.
Kelly is a graduate of Tiffin University with a Bachelor of Business Administration in Finance and a Master of Business Administration in Management.
